Why… Why is she holding a wad of cash? Did he shoot an arrow and fling a bag of money at her? Or is there a bit of mythology I’m missing?

Well.. My interpretation is that those aren’t police officers, even though they look like it. They are driving a limo. I’m assuming that it’s Mr J’s limo and he is an eccentric millionaire (You can’t be crazy if you have money) who likes dressing up as Cupid on Valentines day and shooting people. They paid the couple off to keep their boss safe.

I assumed he was shooting at a John with a prostitute; but I didn’t really register the limo or the “rich” tag, so I’ll go with that.
