Being as they are a floating rock with life on it, I'm guessing they have no enemies, outside of the ones they create. It's despotism 101: the best way to unite a people is against something else. And as far as the economy is concerned, the best thing to create is arms, they are expensive, short shelf life, and can only be used once. What terrifies me are the natural resources required to make them. Is that why they're on a rock? have they mined away anything else that could be useful?
